The landscape of vocational education and training (VET) is evolving rapidly, both in Australia and around the world. With global industries demanding ever-higher standards of competency and adaptability from their workforce, the need for skilled vocational trainers has never been greater. Recognising this, TAFE Queensland has introduced the International Trainer and Assessor (ITA) qualification. This new course is designed to meet the growing needs of vocational trainers outside of Australia.
While the Australian Certificate IV in Training and Assessment (TAE40122) is widely respected, it may not suit the delivery models or resource conditions in all countries. TAFE Queensland has had great success in predecessor trainer training programs in international contexts, attracting participants from across the globe, especially in regions where competency-based training (CBT) and assessment were emerging as the benchmarks for effective vocational education.
TAFE Queensland’s International Trainer and Assessor course offers a flexible, fit-for-purpose alternative aligned to global competency-based training principles. In regions like the Pacific, where competency-based training is still developing, the International Trainer and Assessor course provides subject matter experts with accessible pathways to develop the assessment skills needed to become qualified trainers. The course was carefully designed in consultation with international industry partners, vocational education experts, and former International Skills Trainer (IST) graduates, ensuring that it would not only fill the void left by the IST but also take vocational trainer education to new heights.
The ITA qualification is tailored specifically for trainers working outside Australia’s borders. Its curriculum recognises the need for offshore vocational trainers – whether based in the Pacific, Southeast Asia, the Middle East, Africa, or elsewhere – to upskill in delivering competency-based training and assessment. In many international contexts, the shift towards competency-based models is a relatively new phenomenon, and there is a critical shortage of trainers with the skills and pedagogical knowledge to deliver these programs effectively.
With global industries demanding ever-higher standards of competency and adaptability from their workforce, the need for skilled vocational trainers has never been greater
At the heart of the ITA qualification lies an emphasis on competency-based training and assessment – a methodology that focuses on demonstrable skills and knowledge, rather than simply time spent in the classroom. Competency-based training is widely acknowledged as being more responsive to the needs of industry, as it ensures that graduates are job-ready and equipped to meet real-world challenges.
For vocational trainers, however, delivering competency-based training requires a sophisticated understanding of curriculum design, practical instruction, assessment strategies, and quality assurance. The ITA course provides trainers with the tools and expertise to design training that is both relevant and effective for their learners, regardless of the industry or context.
Participants in the ITA qualification learn how to:
- Design and deliver training programs that meet international competency standards
- Develop valid and reliable assessment tools
- Support diverse learners with different educational backgrounds
- Use technology-enhanced learning to broaden access and engagement
- Ensure compliance with Australian and international quality frameworks
The ITA course offers a blend of theory and practice, with a strong focus on real-world application. Trainers engage in case studies, simulations, collaborative projects, and practical assessments that mirror the challenges they will face in their professional roles. This hands-on approach ensures that upon completion, graduates are not only knowledgeable but confident in their ability to deliver high-quality training and assessment in a variety of contexts.
A key feature of the ITA qualification is its flexibility. Recognising the diverse needs of international learners, TAFE Queensland has developed a delivery model that combines online learning with virtual workshops and support from experienced facilitators. This model allows trainers who may already be working full-time to upskill at their own pace and from any location around the globe.
With the launch of the International Skills Trainer (ITA) qualification, TAFE Queensland has reaffirmed its commitment to excellence and leadership in vocational education on a global scale. By empowering vocational trainers with the skills, knowledge, and confidence to deliver world-class competency-based training and assessment, the ITA qualification is helping to elevate standards and transform lives across borders.
For trainers working offshore, the ITA is more than just a course – it is a bridge to new opportunities, a toolkit for professional growth, and a chance to become part of a global community of VET leaders. As demand for skilled trainers continues to grow, the ITA qualification stands poised to become the new benchmark for international excellence in vocational education.
