The UK government’s decision to restore two-year Graduate Route visas for students attending “high-compliance universities with strong labour market outcomes” has been presented as a welcome correction to its earlier decision to reduce post-study work rights across the board to 18 months.
Given that the shorter visa had not yet come into effect, this swift partial reversal suggests ministers have recognised the reputational damage such a move risked inflicting on the UK’s international competitiveness and attractiveness to overseas students.
This policy shift will nevertheless stand or fall on how the government defines and measures success. At first glance, linking visa eligibility to labour market outcomes appears sensible. International students want confidence that a UK degree will improve their career prospects, while the government wants reassurance that higher education is delivering value for students and the economy.
The difficulty, however, is that graduate outcomes are influenced by far more than just institutional quality. Graduate employment prospects are shaped by local economic conditions, regional labour markets, family circumstances and the nature of the profession graduates enter.
Universities located in thriving cities with strong employment markets will inevitably enjoy an advantage. Institutions serving weaker regional economies or specialising in sectors such as the creative industries, where graduates often piece together careers through freelance, self-employed or portfolio work, may appear weaker through no fault of their own. The risk is that policymakers could end up rewarding economic geography as much as educational performance.
The policy could also cut against wider government ambitions on access and opportunity. Universities educating large numbers of students from underrepresented and disadvantaged backgrounds could find their ability to recruit internationally affected by progression and employment metrics shaped by factors beyond their control. A policy designed to reward excellence could therefore inadvertently disadvantage institutions making some of the most significant contributions to social mobility in the country.
Moment of reckoning
One part of the sector that appears well placed to benefit from the policy U-turn is the Russell Group. Many of its member institutions are located in major cities and strong graduate labour markets, while also enjoying significant international brand recognition. If graduate employment data becomes a key determinant of visa eligibility, the policy could confer an additional government-endorsed recruitment advantage on universities that already possess considerable market power.
Yet, there is little room for complacency. For years, international rankings have been treated as shorthand for institutional excellence. However, the metrics underpinning those rankings are overwhelmingly driven by research performance, reputation and citations. They tell us far less about the quality of teaching, student support or the value added by individual courses.
If ministers are serious about linking visa entitlements to educational outcomes, attention is likely to shift away from institutional reputation towards performance at course and subject level. Universities may therefore find greater scrutiny directed at degrees delivering less impressive outcomes for students, including some long-established disciplines that have traditionally been protected by institutional prestige.
Looking beyond reputation
Done well, the policy could help broaden our understanding of educational excellence. Rather than reinforcing established hierarchies or favouring institutions by virtue of their location, the government has a real opportunity to recognise higher education institutions that are delivering outstanding educational outcomes, particularly for students whose backgrounds might otherwise limit their opportunities.
The University of Worcester, where I serve as independent governor and vice-chair of the board, is one such example. The government’s Longitudinal Education Outcomes (LEO) data has consistently placed Worcester among the strongest multi-faculty universities in England for graduate employment and progression. Last month, it was named University of the Year for Social Mobility and the Daily Mail University Guide recently observed that its success in securing highly skilled employment for graduates leaves “many of the Russell Group in the shade”.
Worcester is far from unique. Across the UK, universities are combining widening participation, intensive student support and strong employer engagement to deliver remarkable outcomes for students, whether they come from the UK or abroad. Many do so while serving communities that lack the economic advantages enjoyed by larger urban locations. Their contribution should carry just as much weight in any discussion about graduate success.
Incentives matter
The decisions ministers take over the coming months will therefore reveal what they really want to incentivise in higher education. A framework that relies too heavily on reputation or crude outcome measures risks entrenching existing hierarchies. One that recognises learning gain, social mobility, student support and value added could shine a spotlight on a much broader range of institutional successes and challenge long-held assumptions about educational excellence.
If the aim of this policy is to strengthen the UK’s position as a destination for international students, then the focus should ultimately be on the opportunities universities create for their graduates rather than the prestige they already possess. The implications of this approach extend well beyond immigration policy. The criteria ministers choose to define it will not simply determine which institutions gain a recruitment advantage, but also the qualities and behaviours that are recognised and rewarded across the sector in the years ahead.
